What are the weaknesses or problems of the Philippine Presidential Type of Government?

As a background, The Philippine Government is a Unitary, Republic, Presidential System, Parliamentary and Constitutional Republic type of Government with that our Presidential Type of Government has a slow response. Since it is centralized and most situations are focused in Metro Manila, the local issue under its domain are somehow, if not, neglected due to the fact that response should be approved by the National Authority. Further, based on our previous subjects and discussions, there are more budget allotted for developed cities than municipalities and under-developed areas. Hence, the progress in local communities’ isn’t addressed according to their needs.

Further, based on our previous subjects and discussions, there are more budget allotted for developed cities than municipalities and under-developed areas. Hence, the progress in local communities’ isn’t addressed according to their needs.

The solution for this problem is to have an equal allotted budget for all communities; there should be a standard amount of allocated funds to cater all the needs of local communities for them to catch up with the progress and development of the country. Therefore, there is a need for devolution in this type of government were in the central government delegates the duties and responsibilities to local governments.

Second, since all of the powers of the state are centralized, the burden of the state ambassador becomes heavy. That’s why we have GOCCs and other companies (i.e. President Ramos Era Government Agencies) were privatized because the government alone as centralized cannot oversee all the production and job of its sovereign. Therefore, there should be a committee in monitoring the privatized government sectors and GOCCs which will answer directly to the President. In addition, there should also be Vice-President for Internal and External Affairs who will address issues within the centralized government and the local governments who are somehow neglected by the National Authority.

Third, a unitary type of government tends to become more authoritative and may prosper to dictatorial type of leadership. Actually, since we have already the three (3) branches of the government for check and balances. There’s already a solution for this problem. Thus, whenever the President declares an unconstitutional decision; the Supreme Court shall appropriate the decision of the President in accordance with the Constitution.
