What is Public Fiscal Administration (PFA)? Why is it necessary to study it? In your present job or organization where you belong, how could you use what you have learned in PFA to bring new ideas? Give at least three (3) examples.
Public Fiscal Administration is the act of managing incoming and outgoing monetary transactions and budgets for governments, educational institutions, non-profit organizations, and other public service entities. In addition, fiscal policy refers to the measures employed by governments to stabilize the economy, specifically by manipulating the levels and allocations of taxes and government expenditures. Fiscal measures are frequently used in tandem with monetary policy to achieve certain goals.
In my humble opinion, it is necessary for us to study it [Public Fiscal Administration] because of some technically and deeper understanding on what’s happening behind the monetary matters that we Filipino people are paying thru tax reforms and which is levied by our own government.
It is necessary to know that taxes we pay are segregated and individually explained and elucidated thoroughly, what I am trying to say is that Public Fiscal Administration is the understanding of how the money of the people is being spent by the government, how is it spent and where does it come from.
Without the understanding PFA and studying it; we will only have a grasp from a one-sided wide scope of the situation [i.e. tax payers] and without further understanding, it will result into chaos and will only produce haters of the government.
Not only that; we also have the understanding of enforcement of the tariff and customs laws and all other laws, rules, and regulations relating to the tariff and customs administration. In addition, Studying Public Fiscal Administration also provides us an understanding in the formulation of adequate operational guidelines for fiscal and financial policies and if deemed necessary all those policies if scrutinized shall be reviewed and further developed through hearings and sessions which is integrated with the decision making of the three parts of the government.
Not only that, but we also have a clear understanding in assisting in the preparation of the government agencies concerned of an annual program for revenue and expenditure targets, borrowing levels and cash balances of the national government. PFA also provides us theories and to formulate and implement the national budget and ensuring the efficient and sound utilization of government resources to achieve the country’s development objectives like the “Build Build Build” of our incumbent President PRRD.
Since I am currently employed as a serviceman in the Armed Forces of the Philippines; I have a lot to contribute to our institution [i.e. Philippine Navy]. Not just to the latter organization but the AFP as a whole.
We in the AFP are obliged to follow certain mandates, policies, and regulations which is guided by the present Chief of the Navy or the Flag Officer in Command. Our Chief of the Navy’s mandates are as follows:
First, we shall be participating in the Human Assistance and Disaster Response activities and we all know that we are entering rainy season already and there have been rampant earthquake situations that transpired over the last few weeks which requires necessary equipment that would cater the needs of our stakeholders. In this regard, we shall formulate policies and regulations that will address the mandates of our Chief of the Navy.
Second, Secessionists, guerrillas, renegade, and other terrorist groups cannot be set aside by our organization that’s why when dealing with these type of groups we shall be well-equipped and on the top types of machinery in terms of warfare and domestic violence. As such, the formulation of programs and budget to procure this equipment shall be undertaken by our fiscal units.
Third, the ongoing Peace Process that have been continuously pushed by our government with the MNLF, MILF and CPP-NPA is also a concern of our organization which needs a huge amount of money to cater the needs of those members who surrendered their arms and requested a simple livelihood which will also be provided by the AFP in our end, so fiscal policies and administration shall take place whether we like it or not.
Finally, the issue in the West Philippine Sea; when we seek to defend our sovereignty from foreign and domestic threats we need ample capabilities like warships and assets not only to strike fear and deterrent in protecting our national territory but to boost the morale and pride of our fellow serviceman.
So with the statement and mandates mentioned above and by applying what I have learned in Public Fiscal Ad., First and foremost I shall identify the needs and requirements of my organization in line with the mandates of it [Philippine Navy]. Second, each and every unit that requires equipment or provision shall submit to me the necessary things for their consumption and usage, after which I shall defend their needs to the best of my ability to the office of N4 which is also the Logistics Branch of the Philippine Navy. Nevertheless, I shall see to it that these provisions will be procured and budgeted upon by the higher headquarters.
In addition to that, if we lack financial support, I shall coordinate with the Naval Logistics Center to at least have my provisions provided, if they cannot provide it in whole in a year perhaps I will coordinate with other units to come up with a policy and a proposal to have my provisions be delivered to me in portions just to address the deficit in funds until such time I will have the total equipment needed.
The second example will be the acquisition of warships, it may not be through monetary value but I could come up or formulate a policy regarding floating assets that is beyond economical repair. If these ships shall be determined as beyond economical repair; these ships shall be sold to the highest bidder and the amount received shall be used in procuring other brand new smaller ships or if the money won’t be enough then we shall realign towards the reserve money in addition for procurement of a new warship.
And for the third and final example, I will formulate a policy to get 1% from the salaries of the personnel of Philippine Navy and these monetary value shall create a foundation for the rebels who surrendered to the AFP and wanted to study and finish a degree or a course. If not, another program shall be addressed to the families of the rebel groups who are left with no sustenance for them.
Another example will be an orphanage for the children of the fallen heroes who went orphan that would up bring them and provide them a brighter future. I know there have been already establishments and foundations from philanthropists, but if everyone knew it came from the servicemen definitely they would change their thoughts regarding AFP personnel and other men in uniforms.
